through or over the areas in circumstances

similar to those contemplated for vessels.

It also seems desirable that "or aircraft"

should be added in sub-paragraph (g) after

"foreign vessel".

These amendments would, however, appear suitable

for consideration when a convenient opportunity arises,

and the Air Council concur generally in the proposal

in paragraph 2 of your letter.
